Full name of this thing is Universal Ruler ULSh-2. It is made at famous EKRAN factory.
It is purposed for measuring main parameters of 35mm and 16mm film: average percentage of shrinkage/extension, average pitch of film, and width of useable film.
Construction:
The ruler (see picture) is two-sided. One side is for 35mm film, other side is for 16mm film. Each side of the body (2) has a shrinkage scale (3), pitch scale (4), tooth (1) and pin (5).
Measured limits are:
extension up to 0.2%;
shrinkage up to minus 1.2%;
pitch from 4.69mm to 4.76mm (for 35mm film) or from 7.52mm to 7.64mm (for 16mm film).
The gauge (see picture) has two pair of measuring grooves marked as 'PR' (width extension up to 0.1%) and 'NE' (shrinkage up to -1.5%). There also target film (35mm or 16mm) is designated.
The ruler dimensions are 230x85x15mm, weight is 0.1kg.
Operation:
To measure an average shrinkage and pitch, put a film by one of perforation holes onto the tooth (1) on the corresponding side of the ruler. Pull the film a bit and align is so it touches the pin (5). Read the results on the scales (3) and (4) matching LEFT side of the one of perforation holes.
To check the film width, fold it to form an elastic loop in place of bend. If the film is useable, this loop should pass freely into 'PR' grooves, but don't fit into 'NE' grooves.
